Lombardo has backed a ballot initiative to require girls’ and women’s sports to be played by athletes based on sex assigned at birth, and he has framed the measure as a fairness issue for women’s athletics. The proposal has also faced legal challenges and court review.

Lombardo supports expanding school choice in Nevada, including charter schools, opportunity scholarships, and education savings accounts. He also emphasizes early literacy, open enrollment, workforce development, accountability, and school safety.

Lombardo supports voter ID, ending ballot harvesting, ending universal mail-in ballots, and creating a bipartisan panel to oversee Nevada elections. His campaign presents these changes as election-security measures.

Lombardo has emphasized housing affordability and supply, including support for the Nevada Housing Access and Attainability Act and related state funding for new housing projects. His campaign and administration frame housing as a cost-of-living issue.

Lombardo has said he supports data centers and technology-sector growth because they bring jobs, investment, and economic growth to Nevada. He has also said such development should be managed so costs are not shifted to residents or local businesses.

Lombardo has moved Nevada's climate and energy policy toward prioritizing energy production and economic development. His administration released a revised climate plan and Nevada exited the U.S. Climate Alliance under Executive Order 2023-007.
